Description - Project Overview

Forge Overlook is the second phase of proposed development for the former Good Shepherd property. The proposed use for this site is to build “Purpose Built Student Housing” and will consist of apartment buildings and townhouses. According the the developer, the purpose for developing this site is to alleviate the need for housing by UMBC and its students. This site will be located at the eastern corner fronting Washington Boulevard (Route 1) and is zoned BR (Business Roadside).

Bill 61-21 is Baltimore County Legislation that was passed in July 2021 that defines “Dormitory” and “Purpose-Built Student Housing” and creates regulations for Purpose-Built Student Housing under Baltimore County Zoning Regulations (BCZR). Please see below for more information on the zoning.

The project will consist of:

  • Four (4) four-story apartment buildings (Buildings A, B, C, D) comprised of one, two and three bedroom units serviced by elevators and access to surface parking lots.

  • Two sites: 1) Ten (10) three story townhome units with four bedrooms and four baths and 2) five (5) three story townhome units with four bedrooms and four baths. All units will have access to surface parking lots.

  • In an adjacent parcel to the north, thirty-one (31) townhomes will serve as faculty housing.

  • There will be various interior and exterior amenities provided (see Pattern Book for more details).
