Design Panel Review - Meeting 2

Conclusion:

After a second examination and discussion by the Design Review Panel (DRP) of Baltimore County (Cecily Bedwell (Chair), Donald Kann, Matt Renauld, Raj Sharma, Julie Soss, James Stevens (Joseph Ucciferro recused himself from voting) and members of the community at a virtual meeting held on January 11, 2023, the developer’s plans were not approved by the DRP. Even though the developer followed the recommendations given after the first DRP meeting, the second panel felt there were additional issues that needed to be addressed. Besides the recommendations given in the Staff Report, the panel stated that more details need to be given by the developer regarding public amenity areas between Buildings A & B and Buildings C & D, the design of the buildings should have brick veneer, not vinyl (pages 22, 23, & 24 of the Pattern Book), more site lighting, more green spaces, grading of retaining walls, steps, and ramps, ramps are necessary between Buildings A & B, the site needs adequate sidewalks/trails and connectivity throughout the site plan including crosswalks, site should connect bike paths between community and student housing, site needs more recreational space, bike racks need to be located in proper areas and there should be an adequate amount, the faculty townhomes should not be staggering in design. The developer needs to submit a revised proposal which will be reviewed again.

Overview:

The developer submitted a revised plan (Pattern Book 12/20/22) to the Baltimore County Design Review Panel. A virtual meeting has been scheduled for January 11, 2023, at 6:00 PM to discuss the modifications.
